Strengthening character education through biology learning is a form of educator action that integrates values ​​in planning, implementing, and evaluating which carried out intentionally continuously to strengthen the ​​of students. This study aims develop education-oriented tool test its effectiveness on understanding ​​and mastery concepts for high school students in West Lombok Regency. The method used mixed research method, namely development methods tools, experimental applying tools mastering sample amounted 270 who were determined by purposive random sampling technique. Data collection instruments expert validation sheets, feasibility assessment tests education, student concepts. results showed very valid suitable use school. different concept are mean score class 69.78; control 65.66 with difference 2.66. t there was no significant between two scores. students' using t-test obtained 72.76; 70.10; means Based value, it scores not significantly
